You can't stop Mark on these, you can only hope to contain him.

Clue #2 was to be that he governed a state whose current governor is a plausible future presidential candidate, even though their political party is distinctly in that state's minority.

From there to "Clinton's Secretary of the Interior" to "1988 Democrat."

I was going to guess Lugar, too. Who knew a Democrat proposed a national sales tax.
