Name That Presidential Candidate: #2

(Taking Joshua's suggestion, I'll update these posts in installments. As with the lyrics quizzes, on-line research is discouraged.)

After winning the Senate seat previously held by Clifford B. Case, he focused on wonkish policy issues, such as the 1986 tax reform. Despite his personal popularity, his refusal to take a stand on a state income tax controversy almost lost him his 1990 reelection bid.

I have vague memories of having to be interested in the '86 tax reform for debate class. And as Bob Packwood clearly wasn't the answer...

Mentioning who he nearly lost the 1990 race to would be a great way to polish off the question with an almost-giveaway clue.
